There are some really old Sim Character Editors I've found, but they don't work with the newer expansions.

My mother was addicted to Sims way back in the day, and I'm building a new computer for her.  I no longer play The Sims, so I'm installing it on her new computer as she really loves it.  I wanted to populate some Sims for her to interact with right away.  For one, I wanted to add all of our family.  My siblings and I are all married and have houses of our own.

I want to be able to quickly edit a bunch of Sims for all of us.

Is there a way to do that with all the expansions installed?

You could use the Sims Creator as Cheese mentioned but you have to create new ones; you cannot edit existing Sims unfortunately, which is a big downside.
