Sim Animals is unfortunately not an EP for TS3
As you can see it says "Full Game" if it was an EP for TS3 it would say "Expansion"

I don't think they'll be coming out with expansion packs for it until a year after it's been out. They waited a few years for university, I guess so they could give people time to buy it? I don't know, whatever their reason, they'll probably do it for sims 3 too.
University came out a couple of months after Sims2.
