I think they might. They had things like that with spore.
It woudl be awesome if the more things you did with your sims, it added wto a total "score" and then we could have like, top simmers around the world.
Like, if you spend money, and create more sims, and go through more generations, and catch more things, and do more interactions, and socialise (they would all have indivisual scores) and then there was one that added all of them together, as you game "score"
That would be awesome.
And when you completed certain things, you could print out "certificates"

Baby Simmer (Have a Baby [Start 2nd Gen.])
Baby Popper (Have 10 Babies)
Generation Dynamo (5 Generations)

I think it's a really good idea. Achievements are really popular in games these days and having them in The Sims 3 would add to it's replay value.
If you could then show your achievements to others, that would be great! Like has been said, similar to the Xbox 360 Gamercards, where you can post them in your forum sigs etc.
Oh, and adding to that, have the ability to set achievements/goals for other sim players to try and accomplish!
