Until the baby's umbilicle cord is Cut, the baby is still being sustained by the mother, so they don't take any breaths. I've had friends have waterbirths, and say they prefer them to hospital births. It's a more relaxing environment. And the baby wouldn't drown because the baby is in a liquid in the uterus so when it's born it's just like being in the anotic sac or whatever it's called.
