They are random.  You have to breed Black Dragons.  It's just like with Geodes, it's random, but it's near impossible to tell if it's an Alt until the egg hatches.

You take two black dragons and breed them together, or take an Alt and a Black and breed them to try to get another one.  If you have enough credits, you can request one over on DBC in the RRC.

Did you mean DBC or Dragcave.net itself?

Sometimes the site does go down for a little while, no one knows why for sure, might just be maintenance.  If you mean DBC nope, it's working fine for me.  At least for now.

Also, in order to do anything on DBC, it's like SF, you have to register in order to do anything :3
