If there is a seamless hood, that means toddlers can go to community lot, right? But think about it, if they CAN'T then that means no toddlers....right?

Correct, but there are toddlers. How else would we get from baby to child. They have said sims have babies, and children.

I suppose...if the toddler can walk...they could wander around? Perhaps lose themselves?
That is, of course, if they can even get out of the house.
