You're getting that error as you can only give 1 karma per hour to the same person. There is no time delay when giving karma to different people.
So you could give me 1 karma, and Freakziilla 1 karma, and Bambi 1 karma in the same hour without having to wait! But you can only give me 1 karma point, per hour!
