How do I uninstall sims 3 custom content? And what is dll?

I installed some mods using the install monkey. I was having problems, so I deleted their files from my mods/packages foler. I assumed that I had no cc after that, and my game still wasn't working. I unstinalled and reinstalled my game because I didn't know what else to do. I realized that my cc was still installed after that. How do I get rid of it?

Also, what is the dll file that you have to put in the game/bin folder? I downloaded it, but I don't even know what it does lol. I extracted the file using winrar, and now I have a folder called d3dx9_31. Inside that folder is something called d3dx9_31.dll. I can't right-click and install this into my game, so I was wondering what it does, or if I installed it wrong.

Not sure but Monkey helper should  install the .dll

Also make sure you delete the files under C:\programfiles\ea\sims3\mods
then delete the 4 cache files under sims 3 under My documents
